ChatGPT ads in 2026: what they are, how they work, and how a European business gets in

ChatGPT ads run in 31 European markets since August 2026; self-serve Ads Manager opened on 31 August. What they are, who sees them, how to buy them, what they cost.

Short answer first: ChatGPT ads are clearly labelled sponsored mentions that OpenAI has shown in the US since February 2026 and, since 24 August 2026, across 31 European markets. They appear only to users on the Free and Go plans — Plus, Pro, Business and Enterprise stay ad-free. Since 31 August 2026 a business registered in any of those markets — Slovenia, Croatia and Austria included — can open its own account in the self-serve Ads Manager; larger advertisers can also go through OpenAI's Ads Solutions team and agency partners. For a business, this is the first official way to buy a place inside an AI answer — a space where, until now, the only way in was an organic mention.

This post is the briefing I now give clients who ask "should we be advertising in ChatGPT?" Facts were checked against OpenAI's own pages on 6 September 2026; sources are listed at the end.

What ChatGPT ads actually are

When a user on a free tier asks ChatGPT for a recommendation, a labelled sponsored mention can appear below the answer — not a banner in a sidebar, but a clearly marked suggestion in the conversation flow, separated from the organic part of the reply. Each ad carries the advertiser name and favicon, a title, a short description, a landing page and an image. The timeline has been fast:

The scale explains the hurry: OpenAI reports over a billion weekly ChatGPT users, and by public estimates more than 80 % of them use the free tier — the tier that sees ads.

Who sees the ads, and who never will

  • Sees them: logged-in users on the Free and Go plans, aged 18 or over.
  • Never sees them: anyone on Plus, Pro, Business, Enterprise or Edu.
  • Also excluded: accounts OpenAI knows or predicts to belong to minors, and conversations on sensitive topics such as health, mental health or politics.
  • Opt-out: free users can decline ads in exchange for fewer free messages per day.

The practical consequence: the managing director who pays for Business will never see your ad. The only way to reach that person is an organic mention.

How advertisers buy them

  • Self-serve access: since 31 August 2026 a business registered in one of the 31 European markets can open an account at ads.openai.com. The legal entity that advertises and is billed must be based in a listed country; the account is verified (legal name, registration number, company card) before the first campaign, and OpenAI publishes no fixed timeline for that review.
  • Managed access: OpenAI's Ads Solutions team, agency partners and technology partners, mainly for larger advertisers.
  • Buying models: Reach (CPM), Clicks (CPC) and conversion-optimised campaigns. You set a maximum bid per ad group; OpenAI recommends starting at $3–5 per click, and a relevance-weighted second-price auction decides which ad shows.
  • Matching: there are no keywords to buy. You describe the conversations where your offer is relevant with context hints; they guide matching but do not guarantee delivery in a specific conversation.
  • Targeting: geo-targeting by country and custom audiences; the creative runs in the language of the conversation.
  • Measurement: the OpenAI Pixel, a Conversions API, third-party measurement integrations, and UTM parameters that persist on clicks.

Two honest caveats. There are no European CPM or CPC benchmarks yet — the market opened at the end of August, and any number you read before real campaigns have run is a guess. And the minimum daily budget is not published as a single European figure; advertisers in Slovenia report a floor of 15 € per day in a EUR account, which puts a meaningful two-to-four-week test at roughly 200–400 € of media budget.

Ads or organic AI visibility — a false dilemma

The question every client asks: "Why fix our site for AI crawlers if we can just buy the mention?" The answer is the same one search taught us over twenty years:

  • An ad works instantly and disappears with the last impression. Rented space.
  • An organic mention builds slowly and stays. Owned space.
  • An ad does not change what the model says on its own. If ChatGPT doesn't know you organically, the sponsored slot is all you have — and it vanishes with the budget.
  • Ads only reach free-tier users. Everyone on Plus, Pro, Business and Enterprise never sees an ad; an organic mention is the only way to reach them.
